Slime could be the answer.

The tires measure 10" but the wheels don't have bolts holding them together. Pat, I can see how that method would work. However I lack the stuff to make it happen.

I'd been to HF but found conflicting information. Now that I've taken a closer look at my hand truck I know what to buy, and one of the wheel/tire combos less than $10 apiece is now a possibility I'll take.

Wrap a tie down around the centerline of the tires to push the beads out towards the rim. Start inflating until beads pop into place.
Obviously you need a compressor that puts out greater volume than any leakage.

There is another way, but I'm not going to recommend it.

Pat's method except I use a belt to compress the tire until the beads seat.
On a Magliner handtruck I replaced the crappy hard tires with 'neverflats'.

I just bought new tires for my hand truck. 4.10x3.5 inch tires, on wheels were $6.00 ea at Harbor freight

Replacements from harborfreight is your best option. I know HD sells the solid tires for over $20 each.
I've dealt with those tires and hate them. I have done the belt compression thing as mentioned by MrNoBody a couple of times.
