How does the tether attach to the car?
One of those little ball bearing light pull chains might work. They also have them in plastic, if you don't want to use metal, for some reason.
A zip tie would be nice and strong, but it might not be flexible enough.
How will the thing twist on, with a tether/chain through the hole? Will it have enough play?

See, I can over think with the best of them. Smile

Edit: could you JB Weld a little swivel thing to the top of the cap, where the tether broke off, to allow the new tether to spin?

Second GGD on the 'weed whacker' line.
I use it all the time for tethers, etc. A little heat on the end
allows it to be smushed out to form a stop on the end too.

Just attach you tether to a beefy/large snap fishing swivel and it
will spin freely as you remove the cap me thinks.

You could actually cut away the snap and epoxy the swivel into the
original place the tether was attached to . . . possibly maybe *(:>*

Or just buy a beefy Double Swivel *(:>*

I would definitely reattach in the middle, not the side which will be a PITA. Perhaps a screw eyelet, some glue and a fishing swivel.

How much does a new one cost? Unless it is a beater I'd opt for keeping it in proper shape.
