Such refreshing optimism on the part of whoever placed the island and the sign that drivers would be able to control their vehicles and behave responsibly if you just gave them a little nudge.

We have a sign like that downtown. The state put it a little too close to the street, and a little too tall. When firetrucks come down that side of the street, their big side mirrors hit it just about every time.
