I think this happened October of 2013. Before that, you could pay a service on eBay 2 or 3 bucks to get it unlocked. Also don't know much about ATT prepaid (I'm on TMobile prepaid and my wife is a couple of weeks away from fulfilling her 2 year ATT contract). I regret upgradeing mine to iOS 7, each time I pick up my wife's iPhone 5 with iOS 6 I like it so much better. I might even pick up one if it really runs iOS 6.
