Since sharing is opt in for each network, you can simply decline to share each time you join a network or to disable the setting:
"If you want to disable Wi-Fi Sense, hit the Start button and type "Wi-Fi," and then click "Change Wi-Fi settings." In the settings applet that pops up, click "Manage Wi-Fi settings." From there, you can tweak a variety of settings: you can turn Wi-Fi Sense off; you can disable password sharing with Facebook, Outlook, or Skype; and at the bottom there is a list of your known Wi-Fi networks, where you can opt in and out of password sharing."

Since every computer in my household of mixed OSes is on a WiFi connection, how does it affect each person's access when "Share network with my contacts" is in the off position?

It means no one is sharing your WiFi password. Which is good in your case, right? You can still give each person that connects the password, but Windows won't share it automatically with your contacts or on Microsoft's servers.

P.s. Android and iOS also upload your WiFi passwords to the cloud if you have that backup setting enabled. It does not share passwords with contacts as far as I know.
