I worked for a short time for the EPA, and I had to be fingerprinted. This was back in 1997-1998ish.

Anyone with a good scanner and laser printer can print fingerprints that unlock most devices. For more sophisticated print readers like Apple's you may need up to $20 bucks in additional materials. The instructions are all over the 'net.
