I remember receiving the exact same letter in college. Probably 1994-5 era. I thought that everyone had already looked at that and realized it was fake by now. If you do the math, it would require just a bit more than $68 Billion dollars. (280 million Americans * $243). Even Bill Gates doesn't have that mouch money lying around. I'd wager that he has about $200million available at any given time. The rest are in stocks, bonds, and/or other investments. The last that I heard, MS was buying back stock and paying dividends to try to get rid of some of its horde of cash, around $50 Billion at its peak if I remember correctly. Apple has somewhere between $5-10 Billion in the bank.
