.....depends what he uses it for....cheaper option may be to get iPad......you can do banking, browsing, etc. on iPad.....

a current version of Google Chrome (or its Chromium offshoot) should be secure enough to handle financial transactions online.

how would an older OS compromise that secure encrypted connection?
