Something is wrong here.
VW's system, Car-Net, is free for the first five years. If it was indeed a 2021, there's no way the subscription has expired.
However, if it's a few years older, it's a 3G system which the network provider dropped support for. I could totally see a system showing it as shut down due to subscription expiration when really it's just nonfunctional.

Stolen Vehicle Location Assistance: uses Car-Net Security & Service to assist law enforcement with locating your vehicle in the event that it is stolen
Customers purchasing new Volkswagen models equipped with VW Car-Net Security & Service will receive a six-month trial subscription from Verizon Telematics that starts on date of the purchase for no additional charge. To extend the benefits of this system after the trial, customers can choose from a number of payment options: One year for $199, two years for $378, and three years for $540, or month-to-month for $17.99, plus applicable taxes and fees. “

Then the article is misleading. The GPS subscription is good, but they didn't have the add-on for:
Stolen Vehicle Locator
If your vehicle is ever stolen, the Car-Net Response Center can work with authorities to access your vehicle's location remotely.
It's a feature they specifically charge for, but probably shouldn't.
If I was in that situation, I would just use the app to have it show me the location.
