I am reminded of the following groaner I heard on a hop-on/hop-off bus tour where the guide pointed out a classical statue of a naked man, on a pedestal in a park:

The other one, poor dear, was too short and couldn't reach up that high.

I was thinking the same.
If the point of the snow penises (penii?) was to throw uptight locals into an uproar over the winter equivalent of writing naughty words in chalk on a sidewalk, then mission accomplished.

I got a chuckle out of that.
First one on the hood of the car: shape is OK but too short
The second one on the ground; lengths seems a little better but that conical shape ain’t right.
I thought the first one might have been done by a woman — obvious attention to detail and proportions.
The second I figured was some guy's work – in a hurry to get it over with, and given to exaggeration without thought of function.
