Nope, not particularily strong against attack from someone who knows who you are. That kind of passward is among the first tried in that case. Basically anything that can be related to family or immediate friends such as names, initials, birthdates, SS#'s, and the like are not strong passwords.

Too common of a phrase, I have seen that in the "guess" files used by a number of password cracking programs over the years. Now if you mixed things up a bit and made character substitutions for some of the letters in that phrase, then it might be fairly strong.

I am required to use different passwords for the different computers that I use at work. One time I chose a password using the manufacturing code off the back of a bottle of aspirin sitting on a shelf behind my monitor.

I think the whole name and date minus puctuation would be stronger than the initials and DOB.
Typing out the whole phrase also allows for character substitutions, such as an uppercase O for the 0.
The only thing about using uppercase is that somebody watching one type can easily see that the Shift key is being used. Although "the hand is quicker than the eye" could be a factor.
I like to use a Random Password Generator set to STRONG, then make a neumonic out of it. The computer encrypts it and then speaks the key. You can only understand it by sticking a fish in your ear.
Don't get no safer than that.
