If Windows is loading a driver for the device every time you change then that's common. If you're loading the driver from disc every time then there's something wrong with your set up.
We connect cameras, hasp keys, flash drives and usb printers into XP Pro machines all the time and don't run into ever having to reload drivers from disc.

As billb says, it is not a normal problem with XP. However, there are ways the OS can be (mis)configured that will cause this issue. Not sure of the details since I don't maintain the machines where I work. But a number of XP machines set up with various restrictions because they are in public access locations at work have the same problem as described.
