I consider people that adopt others children some of the noblest in the world.
But would we tell prospective parents who want their own biological children to adopt one of the millions that are already in the world?

Depends on what you mean by "tell."
Trying to dictate or legislate what they can or can't do is one thing; putting information or opinions out there to influence their choices another.
