In my experience with 10.4.11 on my TiBook, you can fix it, but it will come back. So I'm just living with it.

I'm surprised Apple didn't fix it. It kind of makes Apple look silly.

My solution is to use the Return or Enter key to dismiss the message, while using the pointer to immediately click on whatever I was trying to do with the Network System Preferences pane. Or should I say pain?

Sometimes takes a try or two to get it to work.
