It's also way easier to wire up an apartment complex with more customers (especially if it's exclusive as mattkime mentioned) than a bunch of single family homes. AT&T Fiber is available in an apartment complex a few blocks from me, but not at my single family home.

The only availability within several miles of the store is the one upscale apartment building next to the shopping center. I'm guessing the put the fiber in when it was built about 5 years ago.
