If the mechanism didn't matter unions wouldn't be panicking. The bill prohibits local governments to act on behalf of the unions and withhold dues. They just have to knock on doors, one at a time.

That's unconstitutional and a violation of established federal labor law, but heck that's never stopped Republicans before!
Why are state governments (well at least elected politicians of a certain party) so afraid of the unions that they need these draconian changes to the law in order to render them toothless?
Most Americans support the rights of workers to form unions and to bargain over working conditions, pay, and benefits.

State gov'ts don't have the authority to micromanage a school district or city gov't that way. If the district wants to collect dues for the union, they can agree to do that.
