It was pretty clear. And there's a huge illegal population in the next town down the highway from us. Way too easy to get fake documentation. Even ICE can have a hard time . Most have green and worker cards and temp documentations and extensions. Like taxes, the paperwork has gotten horribly murky, one almost needs a lawyer to know who is supposed to have what and is allowed to to or not do. Too many exceptions to rules, too. I had one guy I'm fairly certain had fake documents, but on the advice of an attorney I was advised not to question the validity, as there are laws pertaining to discrimination surrounding questioning validities of documentation. It's safest to not ask nor tell. As long as the worker has the minimum specified for the I-9, the employer has to take it. Though some employers choose to cover their ass(ets) by using a middleman. One of my former employers would not hire casual labor (landscapers, etc.) directly - they always went with an outside agency (e.g. 'Bob's Quality Temps') More expensive, but it forces 'Bob' to deal with any eligibility issues that might later crop up... But due to his being a Chinese citizen who was a student in the U.S. during the Tiananmen Square protests, he was granted some sort of special status and got a new green card no problems. Well, the company paid their lawyers to handle the red tape but it was pretty straight forward.
