The original "phantom data" glitch was discovered when Windows Phone 7 users were hit with higher-than-usual data charges, resulting from phones transmitting and downloading data without users' knowledge. The flaw caused some users to run over bandwidth caps on network usage, as much as 50-gigabytes per day in some extreme situations.

That's not what the sentence means, although I can see how it could be interpreted that way.

Better question, what cell network was able to sustain 50GB/day. That works out to about 4.6mb/s continuously for 24 hours.
