Is there a way to tell if someone is using my wireless network? I have an Airport Express connected to a Motorola router.

Sure, whats your password? If its none, or "1234" then someone might have figured that out.
How close is your closest neighbor? Are they tech savvy?
Why do you suspect its getting "borrowed"?

- Launch AirPort Utility
- Click "Manual Setup
- Select "Logs and Statistics" from the menu bar
- Click on the DHCP Clients tab
You should recognize every IP address/client ID listed there. If you don't, you may have an unauthorized user.

My password is good and I don't think my neighbors are tech savvy...
My internet connection and pandora streams are slower than usual. It's been that way for the past few days. Can't figure it out.

That was my point. I *highly* doubt you are getting signal borrowed.
How about a speed test? reset modem and/or router? How about a call to your ISP?

First, I'd power cycle all your gear and see if that helps.
Second, I'd look for outside interference such as a neighbor's WiFi, a cordless phone in the same band, a microwave oven... While these tend to be intermittent, they might still be affecting your bandwidth.
Check your Airport icon in your menubar and see if there are any networks near you with strong signal strength.
