I am using pdfforge images2PDF, which has options of Original Size, or 1A through Letter size. Tia

Make it grayscale, 64x64 pixels per page, that ought to do it.

you're going about this all wrong - what you need to do is shoot the person that insisted this be a PDF project. You just wasted a whole day on an unnecessary task.

Whether you will be able to compress your original data down to your target size will depend on what type of files you are attempting to compress. If the files are JPEGs, I would say your goal is impossible.

It's too late for me to reduce the size of the scanned JPEGs; but is it still possible to reduce the size of the PDF versions of those files?

If the PDFs were created from JPEGs, no.
EDIT: JPEG itself is a compression format, kap. Creating a PDF from a JPEG file will not result in further compression.

why is it too late? Does your JPEG file have an expiration date?
just open the JPEG and save it again (with a different name!!!), tweaking the settings (I think MS Picture Manager should be able to reduce file size).
Then convert to PDF again
or see the other post. Let someone else do it for you, you've suffered enough today.

If he saved the jpgs with little compression, then recompressing the pdf (with a lower jpg setting) should yield a smaller file. But also make the images look like crap.
