Considering buying an used but good running condition Honda whose owner is a chain smoker. Is it worth $1000?

Maybe. I had the same problem. I found an enzyme-based car deodorizer that worked pretty well. Part of the treatment was to spray it into the heater intake with the AC on full blast.

Your chances of fixing that are close to zero. The compounds in cigarette smoke bond to the plastics and fabrics in the car and throughout the ventilation system.

Another and probably better option would go talk to a good detail shop. Might cost $100 bucks, but they would probably do the best job.

Not a chance. There are enough vehicles in the used car market - even in that price range - that you needn't settle on a car that has a cigarette odor.

You can diminish the level, but not completely eliminate it. You might be fine during cooler weather, and the next hot summer day you will smell it again. There are some deodorizers that will mask it for a while. That might be good enough for you, but not for many people.
