Sounds like phishing. I get letters like that from "Chase", "Bank of America", "Paypal" and other financial institutions. I always forward them to the financial institution's security department and in each case, it's confirmed as a scam.

You can tell this is a scam. Any actual customer would know Chase has no interest whatsoever in doing this.
