I fully support the spreading of wealth to those who need it. If the alternative is to leave the poor (mainly black/hispanic) city centers to fall into decay, then I say yes, let the triple SUV driving resource hogs in suburbia pay up. Prior to that the rich suburban districts had all the money and the poorer city and rural districts lacked adequate funding. Worked well! Every kid should have an equal chance. Now we have mostly state funding which describes what your linked article suggests except it goes beyond schools. Great idea!
