What are the letters engraved into the top of it? Can't quite make them out in the photo. Anything on the underside?

it would appear the body part of it hangs from something and then there is that hook part. Could it be some sort of meat hook? Can you give us some context?

A wheel or hub puller or something similar.
Hook the hook under something, the legs go on top of something, and the force of turning the nut pulls something loose, or seats something from the top.

At least, that's what it looks like to me.
