Noem told reporters that House leaders said they expect to vote on the food-stamp portion of the bill "in the next week or two."

They've also killed the ACA act any number of times. In the HOUSE.
Straight political maneuvering and time wasting. Never gonna go anywhere like that.
Ask yourself this question... WHY is is that we always, always, always tie the long standing 'farmer benefits' with food benefits for the poor ? Why can't food for the hungry stand on its own ? The farmer benefits sure as hell won't stand on their own.

I think the GOP's stand on welfare queens and other 47%ers has been quite clear for decade after decade.

Food stamps are part of the support to farmers. Give money to people to buy more food than they would without the stamps.
