Under the current regulatory rules is there even a real chance that Comcast would not have its contract renewed? There are a lot of towns around here, including mine, that would go to another cable provider. But they can't since Comcast makes certain to provide the bare minimum required by law and contract and gets renewed because the current regulations don't allow a non-renewal and the ability to contract with another company.

There isn't much choice at all in Baltimore. Comcast is the best ISP. Verizon utterly sucks, with DSL costing $35 for one MB down and .5 MB up. Verizon has no plan whatsoever to bring FIOS into the city. Comcast, at least, costs $65 for 20 down and 5 up. At the moment, thanks to a special deal that will run for a few months more, I am paying $20 for Comcast.

I have no complaints about Comcast--the installation was good and there have not been any outages since I joined up. Verizon, on the other hand, gave very spotty service. At times I was getting .19 MB. Whoopee, and then I got to spend an hour on the phone talking to Bangalore. No, thank you, never again.

Precisely.
It's a city that has been run by incompetent/corrupt hacks with absolutely no business experience for decades. And they've compounded their action by making their cronies & supporters the managers of critical services.
If not for the Johns Hopkins operations and the Federal govt., they'd be in Bankruptcy Court alongside Detroit.
