How about some sort of spa-day gift certificate (* no tequila, no male massuesse)

Reading - a Kindle is a nice gift, be sure to include an Amazon gift card to load it up with some books.
iPad mini - also a nice (but pricier) gift if she has not explored iOS.
Fruitbasket can be fun and is fun to share, especially at work (if appropriate).
BIgger $$ - a gift cruise? Where does she want to visit on vacation? Perhaps the most surprising gift we gave was a train/boat trip to New Orleans to my in-laws that wanted to visit NO.

For well over a decade, from when I was well under a decade old, I used to give Mom Yardley Rose Soap.
My Mom was somewhat unusual; she cared not a whit for fashion or makeup. But she did like just a little luxury, on occasion. And she liked roses, which she had the total green thumb with; this was appropriate, since her name was Rose.
In the later years, I gave her little gifts of the best rummage store quality- a red standup Ronson lighter, a carved Brazilian rosewood ashtray/nutbowl, and the complete OED with stand, (Alas oak, not rosewood.), and it came with a magnifying glass, which by then, she needed.
There is no answer for mattkime's question to be found here. And unless his Mom is very much like my Mom was, I would not suggest something like a planter enmulched with a Prince William Rose. (My Mom would have found this very funny, which was, after all, very much the point.)

Make her a refrigerator art birthday card on construction paper, inscribed with your very best 2nd grade crayon-manship: "Happy Birthday Mom, I Love You! XXOO". Sign your name, or place your mark (I expect mark will agree to this).
I wish I could do this for my mom, so if you can for yours, I will have succeeded, if only vicariously...
