Time Capsule is both a disk for time machine backups, and a Wi-fi router, right?

The article only seemed to talk about the data backup aspect, does it act as a wi-fi router, as well?

You can configure a Linux box to act as a router, but most people will probably eschew the router setup.

If you only want a Time Capsule why not just plug the USB disk directly into the Mac?

You can put this on the network to backup wirelessly, etc.
