It doesn't use an explosive propellant or have a projectile, so BATFE isn't involved.

No license, but be prepared for letters and fines if you are caught.
That said, a 'burst' transmission like a capacitor driven RF gun generates is not really within the FCC's enforcement skillset. HOWEVER.... if you fire this sucker around a USAF facility ?

Back in the early 80's I was working on a system that was used to train US aviators how to avoid a Soviet anti-aircraft gun (The infamous ZSU-23). It was designed to be mounted on an armored personnel carrier, and duplicated the transmission profile of the radar on the ZSU-23.
One day we young engineers were farting around with the system and had the bright idea to point it, with the radar operating, at a Air Guard F-4 on its landing approach to the St. Louis airport. Hey.. perfect test, right ?
Well, the pilot, per checklist, had his threat detection systems working. And reacted with textbook speed and precision. He dumped two flares, rolled the plane over and went down to the deck (over a heavily populated area), and scooted into a landing. And while we were standing around drinking coffee and congratulating ourselves for having a 'cool system' a USAF sedan screamed up to our little test area, and an ENRAGED Lt. Colonel in a flight suit jumped out and started screaming curses at us.
Hoo boy we were in trouble for a MONTH !
