The NFL sued him, so they started the case. the legal issue basically boils down to: the NFL can do whatever it wants, making it up as it goes, and anything it does is essentially unreviewable. There is no evidence the Pats footballs were deflated below spec in that game or in any other game. Whether anyone in the Pats organization "did something" is not known. There is lots of evidence that the NFL was engaged in a campaign of misinformation and lies about the evidence and the process.
