Do SSD's (2.5" SATA ) go on sale often?
I remember I bought a Crucial 250GB for $65 about a year ago. Now the 250GB ones hover around the $100 mark. 500GB for around $150. If they go on sale often and it's just poor timing now, I can wait. But it's not worth it to me to just sit and pray.

If you don't have one, current retail prices are still a bargain for the best upgrade you can do on an olde Mac.
If you are looking to upgrade capacity, keep an eye out for sales like the OWC garage sale.
If you cannot wait for those and need added capacity, maybe a USB3 flash drive or an SD card - both go on sale regularly.

Around the holidays there were deal everywhere. It has slowed to a trickle from what I have observed on slickdeals.

The MyDigitalSSD BP5e is a good entry level SSD if you're looking to replace a hard drive. I have an m.2 version in a NUC and it performs well.
480GB for $120 at Amazon
240GB for $92 from resellers only right now
906GB for $230

I don't have experience with this brand, but if I were to buy would stretch the budget and get the 480 GB. The 240 GB at $92 seems like bad price/capacity point

I was surprised over the 2016 holidays' LACK of good pricing on SSDs. I was looking to buy a 2TB SSD but NOT at the prices I was seeing. I did some housekeeping and, was able to delete over 200GB FROM THE 1TB SSD I had upgraded to in my 17"MBP. That SSD boots significantly faster than the HD it replaced.

I have seen two 480 GB to 512 GB for under $99 in the last month, but they are usually sales that only last 4hr to 8 hr.

Definitely not as often as they used to.
But you should be able to do a little better than what you quoted. For example, the going rate for the Crucial MX300 525GB appears to be $139.99. Sales are tough to come by these days but you might find something if you keep looking.
(I recently bought that drive for about $127 but it wasn't really on sale; I signed up for jet.com to get their 15% discount--because I couldn't find a sale.)
