IIRC, the "jewels" are the watch equivalent of wheel bearings, because some geek several hundred years ago figured out that jewels allowed clock and watch gears to move with less friction than other materials. While sticking 'em on the outside might look more blingy, keeping 'em inside for mechanical movements gives the timepieces a better shot at keeping better time... at least that what the family elders led me to believe when I was a kid.
