Cut to the chase:

Though the inspector general condemned individual FBI officials, the report fell significantly short in supporting the assertion by the president and his allies that the investigation was rigged in favor of Clinton. The inspector general found “no evidence that the conclusions by department prosecutors were affected by bias or other improper considerations.” The report acknowledged that certain emails appeared to contain classified information, but investigators determined the FBI’s conclusion that Clinton did not intend to expose classified information was legitimate.

Does this mean we can't lock 'er up?

Also:

Comey made a “serious error of judgment” in sending a letter to Congress on Oct. 28 announcing he was reopening the investigation of Clinton’s use of the server while secretary of state, the report found, and called it “extraordinary that Comey assessed that it was best” for him not to speak directly with either the Attorney General or the Deputy Attorney General about his decision beforehand.

As suggested before, they...umm...actually decided to wait to announce just days before the election. Bad form, dude.

...By no later than September 29, the inspector general alleged, the bureau had learned “virtually every fact” it would cite as justification late the next month to search Weiner’s laptop for messages of Clinton and top aide Huma Abedin.

The inspector general derided the bureau’s reasons for not moving more quickly...as “unpersuasive,” “illogical,” and inconsistent...

Two fer two. Way to go, IG.

But:

Some senior bureau officials, the report found, exhibited a disturbing “willingness to take official action” to hurt Trump’s chances to become president.

Okay, so FBI agent Peter Strzok, in a private text to his love interest, blew smoke about not worrying about Trump not getting elected. "We'll stop it", he said. And that's it. No actual actions occurred or are even alleged.

Well, two out of three ain't bad.

"The report was critical of Comey, Strzok and Page, but concluded that Comey did not act out of political bias and that Strzok’s personal views did not affect his performance in his role investigating Russia and Clinton."

I tend to agree that Comey didn't act out of personal political bias.

That said, I agree with the sentiment posted elsewhere that Comey was (over-) reacting to the ridiculous, over-the-top hyperventilation the GOP and right-wing was engaged in at the time. In essence, the GOP was working the refs, and it succeeded, in a big way, with Comey.

To me, that's the only other explanation for Comey inexplicably and single-handedly ignoring years of precedence and agency guidance in announcing the Abedin laptop investigation just days before a close presidential election (while keeping the FBI Russian investigation a top state secret).

I disagree: Comey, like most people (including Trump), expected Clinton to win. Comey was afraid of being accused of holding back information if something really damaging later emerged. So he took steps to make sure that neither he nor the FBI could be accused of neglecting an important duty. He never wondered how this would look if Trump won, a fortiori if it helped sway the election.

The irony here is that it did help swing the election to Trump, who has, for well over a year, been on a crusade to discredit Comey and the FBI.
