Yeah I know that doesn't make any sense.
But FYI NewEgg is offering refurbished ipad 4's for 112 bucks.
I don't know if this is a good deal or not, but there it is.

Not sold by NewEgg, but Electronic Deals.
The one you linked to has 16 GB - too small IMHO. NewEgg has deals on others with more memory.
The iPad 4 is a fine machine, but since it has a 32-bit processor it's stuck at iOS 10.3.3.
To run a newer iOS version, pick a newer iPad with a 64-bit processor
