Graham is pushing what he considers "priming" words on the ultra-right elements of the audience. It doesn't matter what he says, only the key words and his tone of voice.
It looks like all of the republicans in the legislature who are likely to speak (or ask questions) over the next few days have been coached on certain phrases they need to push.
