Case solved: The 'Suspicious Vehicle' was a van equipped with tanks and a
pump used to steal diesel fuel!

The owner is being "questioned" and his property being searched.

I was wondering why someone would want to blow up a LAZ parking garage.

And then I remembered what the typical LAZ garage is like.

And then I wondered why it doesn't happen more often.

...Hmm. I think I've been to that one. It's not so bad as most.

The garage I park in at work has at least 2 vehicles that have been parked for about 4 years! One of them has messages (and penises) drawn in the collected dust/dirt.
