115 VAC / 60Hz / 4.0 A - mattkime - 09-12-2019
Found that info on the inside of my upright freezer. Is it reasonable for me to interpret thats 4.0 amps at max load?

I think that is likely hot restart load, assuming the motor isn't worn.

get a kill-a-watt and measure the actual current. Be aware that even though the kill-a-watt or the label may say X Amps, when the compressor starts, there may be a very short current surge.

That's 460 watts, I'm guessing that's MAX not typical.
Does it do defrost cycles? For my kitchen fridge the defrost cycle is the highest energy usage time, can draw about 750 watts.
The ice maker preparing to dump a load is another high energy usage, about 350 watts, I think it too has heaters that loosen the ice so it can be pushed out.

That's max, continuous under load @ rated V.
It's the labeling standard for electrical devices in the US.
When shopping, always go by that label not some marketing sticker on the device.
