AT&T has a "fixed wireless" internet here that might work for me, but 4K and even hi-def will blow through the data cap. I'm OK with SD, but it seems like every new TV is 4K.

Not sure what you are asking here. The TV will play whatever you feed it.
What are you using to drive the TV?

I do t have a fixed amount of data but I do have multiple users and sometimes I don’t need 4K streaming. This is why I hook my tv up to a Mac Mini with hdmi. It allows me to set quality settings on most services.

My 4K Apple TV is hooked up to a 2K TV and I guess it streams at 2K definition. I haven’t tried to see if I can lower resolution even further.

I think you need to set the definition with the service provider-Hulu, Netflix, whoever.

There is a setting on Netflix (have to go to the website), plus if you get the cheapest plan I think it is capped at 480p, standard definition. I haven't found anything on the amazon site that allows you to change what they stream to you. But changing settings on your tv isn't going to change what they stream to you.

For Amazon via web browser and their iOS app, you can choose 3 levels of quality. I do not know if s,art tv apps do the same.

What kj said - you need to set quality at the source not at the receiver.
