The process of vaccine development means that the successful ones usually move more quickly through the review process. By definition, the first two (and maybe 3 now) that are approved had top intermediate testing results, and in the end those scientific tests were shown to be predictive of viable vaccines. In contrast, we've known for months that some candidates are not giving as strong an antibody response, in part because those companies were NOT reporting critical first metrics or reporting less than stellar first tests. Merck tried to tweak their candidate to hope for better outcome, but that clearly did not work out.
