Tennessee played badly (and didn't help the SEC's image) but they actually had the more talented team. That just makes the loss even more frustrating for Vol fans. Penn State played steady and disciplined and took advantage of Tennessee's mistakes.
I would still say the Big Ten was overrated. Ohio State gets killed by Florida and Michigan gets killed by USC. Big Ten fans claimed they were the two best teams in the country. Meanwhile, the SEC's best (Florida and LSU) cruise to victory. (I would argue that LSU actually had the best talent in the SEC.)
