Electrical panels usually mean AC breaker boxes.
These things are usually called 'structured media enclosures' - this one certainly looks fancy, I'd be afraid to look at the price tag. I bought this one for $95 - https://www.amazon.com/gp/product/B001BAUDGO/ref=ppx_od_dt_b_asin_title_s00?ie=UTF8&psc=1 - although its currently going for more than twice that. Obviously its pretty simple compared to the one in the video.

What mattkime said. Also, it looks very organized in the video but fill it with wires and connectors and it will soon look like a horrendous rats' nest.
