The reality is that nobody wants the police to be subject to endless malicious lawsuits. They DO want the police to follow the law. The legal test needs to involve “a reasonable person”. Every person that says "I will sue you" to a cop and they say "I don't care" is because they *don't*. It *rarely* if ever effects them. 2 week paid vacation, or maybe move jobs to another city, or get promoted. It takes YEARS for cases to come to court, and by that time the damage has been done. False arrests, bulls__ tickets, stops, civil rights violations, contempt of cop, or any other things cops do have an IMMEDIATE effect on people. That can last for YEARS. Spend some time watching some 1A audits on YT. Wont take more than a few to make your blood boil.
