I just had a weird one.
I foolishly futzed with upgrading the OS on a 2018 Mini, and ended up with two drives with fresh Ventura installs exhibiting the same issue: No internet access. I didn't test to see if the problem also affected the LAN; but on both Ventura drives, I could see the little Dropbox icon in the menu bar going on (black), then off (grey) constantly. Of course nothing could connect: browsers, App Store, nothing. It was as like someone standing at a light switch and flipping on-off endlessly.
No other Macs were affected. When I booted the Mini from a different OS (Catalina), the problem vanished. I ended up wiping the two Ventura drives and installing Monterey. Everything is now back to normal on both.
