Anybody related to law enforcement please reply. I'm mystified about this.
I've got a neighbor, who's a Harley nut, 5 houses down; he's about 30ish and thinks nothing of blasting the neighborhood(even coasting down to his house) with his revving up. What? Does he think he has an airplane and just has to clear the cylinders before coming to a stop at his house?
Moreover, why doesn't the CHP pull these guys over? They easily exceed any noise level that I'm aware of...Is it because the cops want one too...so they find it sexy sounding? My neighbor is not the only Harley owner with basically straight pipes; a lot of them rattle your fillings as they go by on the highway.
Don't we have enough noise in our lives without special dispensations to these guys?

There's probably a fair number of cops that own Harleys. As well as doctors, lawyers, etc.
People that own excessively loud cars and motorcycles equate noise with power. 5 to 10 years from now they are going to wonder why they can't hear.
I take a different approach. I want to be seen but not heard.
If your neighbor was a respectful person; he would idle as quiet as possible through the neighborhood and leave his neighbors with a positive impression of motorcyclists.

Because the cops ride Harleys. And maybe those Harley riders are cops. Simple.

It is so obnoxious. I have a neighbor that has one that is ridiculous.
I have another redneck neighbor that has souped up his tacky redneck truck. He warms it up forthirty minutes at a time everyday. He lives a half a block down from me and it rattles my windows and doors.
I think I am going to get a petition from neigbors and then call the police. Same guy has 4 nasty dogs that bark and run around off leash. He also has all of his backyard type items in the front yard. The police have visited several times for domestic disturbances and hauled off the wife/girlfriend.
This is what happens when a redneck kid inherits a nice property from grandma.
This is just another part of the "It is all about me and what I want generation".

You are correct, it is against two CA codes at least, modification of exhaust system to increase noise level, and the basic CA db-level drive-by test enacted in the 1970's.
Don't ask me why no one gets stopped, or even ticketed.
According to some of my boneheaded Harley buddies, the reason they run straight pipes is a "Safety Issue" so folks can hear them and not change lanes and hit them on the freeway.
I tried to explain physics and sound to them but that is like trying to explain math to a cat.

Unless something reflects the sound to the direction they are traveling, it will not have the effect they want. My personal view is that it is ego, not safety.

Get a noise meter.
Log the levels meticulously. Different locations in the neighborhood.
THEN call the police, present them with the log.
If they refuse to act send two registered letters; one to the local DA's office, one to the biggest local TV station. Show CC's to both in the letter.
Then go out in the dark of night with a big hammer and a welding torch and... well... maybe not.

Everyone knows a Harley is just another Penis Extender. Poor guys that NEED to have one.

Has anyone ever told this neighbor that the loud noise is bothersome and illegal? If not, do you expect him to read your mind? If no complaints have been filed, then it is a small matter to local law enforcement. Speak up, even anonymously (via a payphone or, mailed written complaint). The more complaints LE receive, the more seriously the matter will be taken. If there is any sort of community group, see if the leadership of said group will request enforcement of applicable laws. If you're the one upset, then you're the one elected to "lead the charge". If you don't want to get involved, then why should anyone else?
