These are network monitoring apps. OpenNMS is the fuller featured of the two in my opinion, but it is more difficult to configure.

What types of network information are you looking to graph? In any case, there is the freeware MRTG software. Two sites with information and downloads are http://www.mrtg.org and http://www.mrtg.com.
