Looks like admin Jim has things back to near normal so we will probably have one last shake out

I think the balloons should come back, but only as an indicator of threads that you have posted to.

I never like the balloons. I did like the bells.
But the application of them never made sense to me.
Are the signature lines still smaller than the message body? I have not ever seen a difference in Safari or on my Macs. And now, on a PC with Safari, both sections look to use the same size font.
