Ir was a cookie problem. Specifically, I had FF set to not accept 3rd party cookies. Changing the setting allows me to log in.

Now, the questions begs why do banks, and even my web based email have 3rd party cookies?

because the people making the sites are more familiar with moving through large bureaucracies than programming?

Some sites use third parties to handle certain functions that require cookies.
I am working on a site now where the login and account details are actually handled by another site.
Although our setup allows for the 'accept only from sites I visit' settings.

They should not require third party cookies. That's a huge security hole.

They should be alerted to the problem and you should also report them to the FDIC and your state banking commissioner.
