The Air Multiplier works by sucking in one unit of air at the base, and pushing it out at speed through a thin gap in the fan's ring.

And the air sucking is enabled by ... small fan blades. Like on any vacuum cleaner. Even Sir James' Dyson designs.

Remember the submarine in Tom Clancy's "The Hunt for Red October" that used magnetohydrodynamic propulsion instead of screws?
Such a system does exist.
