(1) Build insane chair and get loaded
(2) drive it on public street to be arrested

The "winning" bid is not always what an item "sold for".

If it is anything like any other gov't auction, your winning bid is the bid. And unlike other sellers on ebay, I guarantee you the county will file charges if you refuse to pay for the item.
