re-load might be misnomer. But make available all previous apps to the new device.
I do not have an iThing that runs apps, so I've never crossed this bridge.
Quick search did not satisfy.
First (and until today ONLY) iThing has all the apps bought to-date. This iThing had in the past synced with Mac OS User Account "A". But now syncs with Account "B". Apple/iTunes store AppleID "Joe"
Today, new iThings. Same Mac OS computer. Account "B". Apple/iTunes store AppleID "Joe".
Now, what's the quickest way to say "Put all my Apps I've already purchased/synced/downloaded to first iThing on the new iThing?
For all intents and purposes, if one person buys three iThings that can all load Apps, how does one put ALL Apps into every iThing? In a manner easier than one-by-one, if possible? (this IS the 21st century...SHOULD be possible)
This Apple support doc says to go back out to the Apple store and one-by-one "re-buy" them, download, and sync. Isn't there a BETTER WAY????

Nope, not under the conditions you have described.
If you had synched all of the apps to user account "A" you should be able to put them all on your new divice by synching them to account "A" otherwise it's manually one at a time ...

Easy - each "iThing" sync'd to account "Joe" on a specific Mac OS computer will be allowed to load all of the Apps / Music / Videos etc.
Just try it.
